EBRD, Toktogul Water Project - PIU Support including Engineering, Design and Contracts Supervision

The population of Toktogul is about 19,864 inhabitants. The water infrastructure for Toktogul, i.e. a drinking water intake structure in the Bala-Chichkan River and water supply network, was constructed in the beginning of 1970. The Waste Water Treatment Plant (WWTP) built in 1980 was not in fact put into operation. Hence, lack of financial funds for rehabilitation but also insufficient money for proper operation and maintenance (O&M,) resulted in only activities that had been connected with failures and malfunctioning of water supply system. In 2014, the City approached the Bank with a request to finance the rehabilitation of the water supply and selected wastewater improvements in the City (the “Project”).

The project objective is to assist the Company in the implementation of the project, including design, all aspects of procurement and disbursement, and environmental and social (E&S) requirements.

Overall project management support as required,

Design the works and prepare technical specifications for goods/works,

Arrangement of preparation of the prequalification, if any, and tender documents for procurement of works and goods,

Arrangement of the tendering procedure for works and goods, including evaluation of tenders and drafting tender evaluation reports,

Administration of contract implementation including works supervision or assisting with works supervision,

Arrangement of timely disbursements under the contracts.
